A third answer, for when you do not have one yet

Approve and Deny were the only two buttons on a PUG signup, so a warrior who applied on Sunday sat in silence while you worked out whether you actually needed another warrior. There is now an In Review button. It tells them an officer has their application open and will come back to them, and you can add a note if you want to say why. It decides nothing. Approve and Deny are still sitting right there when you make your mind up.

The signup note you could see but not read

People have been leaving a note when they sign up for a long time, and the raid post has been dutifully showing a small note icon next to their name to prove it, with nowhere at all to read the thing. The note now sits on their row in the planner. Hover it and there it is. On a phone it is in the player sheet.
