The Roster Runs Late
Blizzard's guild roster is the last thing to hear that somebody joined, and Hootus had been treating its silence as proof they had not. New members got handed Guest, people accepted by an officer sat in limbo with nobody told, and anyone caught in the gap flipped between member and guest on the hour. He now asks the armory, which knows first, and only takes membership off someone when Blizzard actually says so.

Accepted but not invited in game yet is now its own thing
There is a gap between an officer accepting someone and that person logging in to take the guild invite, and Hootus used to file everyone sitting in it under Guest without a word to anybody. He now knows the difference. Run /verify while your application is accepted and he tells you so, and that he is only waiting on the in-game invite, rather than calling you a guest and sending you round the /verify loop again. The officer channel gets a post naming the character and which guild the armory currently has them in, so nobody finds out three days later. Ask him for the Raider role in that state and he explains it instead of refusing flatly.

/manage member reassign will look at anyone, not just members
It used to refuse everybody who was not already approved, which meant the people most likely to need it were the ones it would not touch, and officers were left assigning roles by hand. It now works out where the person stands from scratch, applies that, and reports the result. It still will not drop someone the armory says is in the guild.
Take the guild invite and Hootus sorts the rest out himself
Nobody has to run /verify a second time. The next roster read after the invite lands promotes them to member, moves the Discord roles to match, and posts it under "Took the guild invite" so the officers can see it happened. If three days go by and the invite still has not been taken, he mentions it in the officer channel once, and only once.
A guest asking for Raider gets sent to an officer
Turned down for the Raider role, Hootus used to tell guests to run /verify again and wait for the next roster sync, which was no help at all to anyone he had already looked at. He now says what he has you down as and points you at an officer, who can actually change it.

Setting an override actually does something now
/manage membership set told you it was counting someone as a member from now on, and then sat on its hands until the next hourly pass, which is not what "from now on" means in any language. It now re-decides that one person on the spot, moves their Discord roles to match, and tells you what changed rather than what it intends to change. Clearing an override does the same in reverse. If nothing needed changing it says so plainly instead of implying it did something.
No more member, guest, member on the hour, every hour
Blizzard's two endpoints do not agree with each other. A character's own armory page updates the moment they log in, while the guild roster list trails behind it. Hootus was reading the roster, finding nobody, and quietly demoting people the armory had already put in the guild, then promoting them back an hour later once the roster caught up. He now treats the armory as the one that knows first: before he takes membership off anybody, he asks the armory directly, and if it still says they are in the guild he leaves them alone and says nothing. A demotion now only happens when Blizzard actually contradicts him, not when it is merely slow.
Joining the guild an hour ago no longer gets you a Guest tag
Hootus reads the guild roster once an hour, so anyone who took the ginvite and ran /verify before the next read was a stranger to him. The armory said you were in the guild, he handed you Guest anyway. Now, when the armory places you in the guild and his roster copy has not caught up, he goes and reads the roster there and then, before he decides which roles to pin on you. That also means your rank is right first time, so a trial gets the Trial role rather than the full Member one.
The armory counts for an hour while the roster catches up
Even after a verification confirmed someone on the armory, the hourly membership pass could shrug and put them back to guest because his roster copy still had no row for them. A guild confirmation from the armory now stands for an hour, long enough for the roster to catch up, and the roster takes over from there.
